Assam makes care of parents binding

 

The Assam Assembly has passed an important bill, making it compulsory for state government employees to take care of their elderly parents and divyang (disabled) siblings.

The Assam Employees’ PRANAM (Parent Responsibility and Norms for Accountability and Monitoring) Act, 2017, proposes to deduct a portion of the salary of state government employees who fail to take care of elderly parents/divyang siblings dependent on them. The act mandates that 10 to 15 per cent of the monthly gross salary of such employees be deducted and given to their respective parents/divyang siblings for their sustenance.

The dependants will have to apply in writing before the designated authority notified by the government, seeking apportioned salary of the employee. The designated authority shall decide the eligibility of such claims and dispose of the matter within 90 days of receipt of the application after giving the applicant and the employee concerned a reasonable opportunity of being heard.
